The answer is yes to all. They can serve in the army although not compelled to. In fact many of the minorities in Israel automatically do serve in the army like the Beduin and the Druze and others can and do volunteer. The Israeli flag represents them as all Israelis. Hebrew and Arabic are the official languages of Israel and all state documents, city names and streets etc are in both languages. Israeli Arabs have the same rights to build as the majority. Israel invests in Arab education the same as the majority. Arab students make up 20% of the student body, the same as their % of the population. There are a number of Arab members of parliament. The last government had an Arab deputy speaker. There are Arab judges in all the courts. In fact the judge who presided over the rape case of the former Israeli president is an Arab who sentenced him to a prison term.
