Yes, this is exactly what this is. The Ultra-Orthodox have just as many seats in the Knesset as they did before. That's no boycott by any standards. The difference is, that Bibi got less and he has to form a government. The best way is with parties that now have more seats than the Ultra-Orthodox. They want to right this terribly long-standing wrong of a minority having an inordinate amount of power while distributing the lion's share of the country's money (which they don't contribute to because of the little to no taxes so many of them have) to their own cronies. The people have spoken, and their words are saying "enough is enough".
