Bad Bernie Kouchner has the right idea about restarting talks where they left off a year ago, but he's taking to the wrong side. Netanyahu has said, on several occasions, that he wants to restart talks with no preconditions. It's Abbas and the arabs that want to changes in advance and new, major concessions before they restart talks. The construction in Judea and Samaria was approved and started by the Olmert government, and peace talks were not affected. The construction became a problem only when OyBama, with a naivety borne of a hatred of Israel, made it an issue forcing Abbas to get in front of him. If Bad Bernie wants to see talks restarted, he needs to tell Abbas that France will hold him responsible if talks are not restarted, and that France will turn their backs on him.
