    The US Congress aids and abets Israeli intransigence. The Quartet's long-standing position is to base negotiations on the 1967 borders, a proposition that Israel vehemently opposes. In fact, Israel is loath to present any borders because were their version to be presented the Israelis would be shown the door. The quartet is trying to square a circle which is a non starter. U.N resolution 181 is the starting point. The U.N has voted in 1947 to create a Palestinian state. Since the then proposed borders were forfeited by the Palestinians , the 1957 borders stand. Reaffirming the legality of the Palestinian state IS the starting point. Negotiations should be between two sovereign states, one occupied by the other. Failure to negotiate and come to an internationally backed agreement should result in the imposition of international sanctions on one or both.
