I disagree. I've been hearing this rumor for seven years, yet I don't see 50% of the olim in my community leaving. One serious problem with retention is jobs---the government provides for 9 months of Hebrew learning, which is enough to master the supermarket and bus schedule. It does NOT provide enough Hebrew ulpan for serious work. We all need to find work--maybe the government could provide ulpan sessions for an hour before work or 2 hours after work as continuing education so our choices aren't between cleaning toilets and becoming yoredim.
