it's not a government enforced policy - most arabs want to learn in arabic, separately. there are even some areas where this was once not an option, and all the kids went to the same hebrew-speaking school, but the arab populations petitioned for arabic schools to be established. there are also many mixed schools taught in hebrew where arab parents can send their children if they wish, especially in the north. there are even some mixed arabic and hebrew schools where jewish and arab children learn in both languages together.
