All he is saying in the framework of the sources quoted is that if Hamas operate from civilian buildings you are allowed to go in and attack Hamas in spite of their human shields. He is pointing out that Hamas is responsible for civilian deaths if Hamas places human shields between themselves and the IDF. I believe this view accords with international laws of war. It has nothing to do with genocide.
