Why does the world not support returning Germans to Western Poland, their ancestral homeland? Answer: the Germans were the aggressors, and they lost the war. Were the Arabs not also aggressors in 1948, and did they not also lose? Civilians always suffer in war, and the victors call the shots. However, in the case of Israel the world has a different set of rules. As Mr. Harel points out, the refugees could have been resettled, but they were kept as tools, and now second and third generation Arabs still bear the title of "refugee", though they should be Lebanese, Syrian etc.
