The lack of popularity of the reform movement in Israel is that its basic premise is that Judiaism is a way of life based on culture and history not on divine revelations or Halachah. Almost every Jew in Israel lives a life of Jewish identity, celebrates Jewish holidays in one way or another, observes the Sabbath in one way or another, lights Hanukah candles, has or attends a Passover Seder,etc. In other words they are living Jewish history whether they go to an orthodox service based on Halachah and Torah or no service. Reform Judaism offers nothing different from what they already have, without needing to join a Temple.
