For all we know, the planned legalization of four OUTPOSTS could very well be a red herring thrown in by the Israeli establishment in order to deflect attention from the real issue and the graver problem of the SETTLEMENTS. If Israel now backtracks on those outposts, it would depict itself as being generous, whereas it is only reinforcing its position and, in a way, scoring a victory (or so they think) by holding on even more firmly to the settlements. Cynical strategy at its best.
