So the Red Cross is miffed that Gazans have only "enough to survive", and that they don't have "a normal and dignified life". That's WAR, Ms. Roggo. Gaza isn't "occupied", they're involved in an active shooting war with Israel. Different Geneva Convention rules apply. Israel is under no obligation to afford its enemy with "a normal and dignified life". What is Hamas doing to afford Sderot a "normal and dignified life"? It is biased, unbalanced, frankly laughable nonsense like this from ICRC flunkies that destroys the Red Cross credibility and mission - hardly the "neutrality" that is required. Claim that Israel's security barrier creates a humanitarian crisis due to keeping farmers from their land is even more ludicrous; less than 1% of W. Bank agriculture falls within the fence by all calculations. Naturally, Ms. Roggo has no problem with Gaza's rocketing Sderot or refusing Israeli POWs ICRC access. A completely discredited organization. Yet, there's no "statement" on Darfur genocide.
