    One cannot be an occupying power without de facto control of the territory it allegedly is the occupying of. Hamas controls that territory. Any entity not welcomed by Hamas will be met with force. Israel used to be an occupying power but no longer is. Now it is simply a victim of Hamas's hatred, religious hegenomy and hubris. The other victim are the people of Gaza. But that doesn't mean that Israel has any legal or moral obligation to lift a single finger to help the people of Gaza, the very people who attack Israeli citizens or who voted for a government knowing that its major plank was the destruction of Israel. Israel's obligation is to defend its people and its territory. The only unfortunate thing is that Israel does assist Gazans by supplying them with water, food, medicine and medical services. There is no justification for that.
