The article doe not say anywhere that "this is the draft resolution that had been prepared IN CASE BRAZIL FAILED". Not even Brazil's UN envoy puts it that way. On the contrary, the article says that agreement on the draft resolution "appears something of a rebuff to [the] deal worked out by Brazil and Turkey". It's pretty clear that this is the draft resolution Iran desperately tried to stave off by trumpeting it's half-arsed deal with Turkey and Brazil on processing less than half of its LEU. Iran's desperation is a good sign. If the UNSC votes for sanctions in June, they might just work this time.
