Palestinians in the West Bank live under Military law. What does that means? That means the IDF / IOF and subsequently the Ministry of Defense is controlling them, and the law of the land is the military order. Settlers live under Civil law. What does that means? That means the Ministry of Justice / Public Security governs them. As such, any laws passed by the MJ or MPS are incident onto settlers exclusively. These laws have no incidence on Palestinians, who already are under British-Mandate emergency law [administrative detention] , which is still being used by the IDF/IOF to arrest people without charges and detain them for six months, also without being charged and denied the right to a lawyer. So all in all, unless the MJ MPS IOF are highly incompetent and trump eachother's jurisdiction, this law is incident exclusively on the settlers.
