The Arabs work the land, and will remain." Of course he had not yet given up and accepted the idea that partition was necessary. Did you know he resigned as PM one time because of a matter of principle involving the cover-up of the Lavon Affair (Operation Suzannah)? He had real principles. He was a far more complex, idealistic, and clever, and painstaking than you imagine. You might try reading a couple of his books. "Israel: A Personal History" and "The Jews In Their Land" are not hard to find.
