Historical 'justice' is a matter of perspective in the Jews vs Palestinian conflict. For you the settlements may be a just solution to years of persecution of your people outside Israel; for the Palestinians the just thing may be for all settlements to be dismantled, so they can have territorial continuity and a state. But, once a state chooses to enforce it laws for all its citizens, it needs to take action against perpetrators of attacks. I don't think this is the case here; at least not yet. If the state does not take action for attacks against certain groups, then it is only right that the characterization of the state in question be 'racist'.
