It's true many refugees worldwide have not returned (such as the Jews who fled Arab lands). But the refugees is a primary issue for the Palestinians. It's folly to think that an Arab Initiative such as the 2002 one would not mention them. Yet the language of the initiative was chosen to express possible Arab-wide support for a solution other than return if the Palestinian camp agrees to one. Would they? One test is the symbolic Geneva Initiative, which has alternatives to actual return. For a time, majorities of both Palestinians and Israelis supported the Geneva Accord as a whole package deal, even if not loving each element individualy.
