On the contrary: "The Geneva Conventions ban the use of white phosphorous as an incendiary weapon against civilian populations and in air attacks against military forces in civilian areas." This has been dropped in Lebanon. "If you want to blame someone, look in the mirror." Dropping bombs goes both ways. "Then, and only then, does Israel bomb the area, because they have no choice but to respond to the rocket attacks." Actually Israel has other choices. One happens to be bombing another happens to be not bombing (if you try really hard you might be able to realize that just because someone does something to you you don't have to response in a similar manner...) and perhaps trying to use diplomacy.
