Your definition of a terrorist state is quite amazing. A nation that defends itself against guerilla tactics is not a terrorist nation. Neither is a nation that strikes back when another nation (non-terrorist in your eyes, I'm sure) kidnaps citizens, be it soldiers or whatever, and holds them for ransom. The simple fact is that Israel struck legitimate targets while fighting Hezbollah. Since Hezbollah isn't a legitimate army, they can claim that Israel killed "innocent" civilians. If they didn't want their wives and children dying then they shouldn't have been firing missles at Israel with them standing right beside them.
