An agreement is between those who want an agreement between themselves and agree to sign such an agreement. Unless you make this an international law, you can not force it on any country that does not want to sign such an agreement. Israel has not signed this agreement, yet we do not see anyone placing liabilities, penalties, sanctions or punishing Israel for not signing such an agreement. This agreement should be made into an international law and only then you force or punish other nations if they refuse to sign such an agreement.
