The Kotel is not an orthodox synagogue, and enforcing those rules there implies that it belongs to some Jews more than others. Same thing as state funding for reform synagogues - it is as if Israel is becoming more and more for the orthodox only - other Jews need not apply. It is exactly the orthodox hijacking the place. Religion and democracy are not the same thing - of that you are right. But if religion supercedes democracy Israel is no different than Iran.
