The real culprit is the idea of "everything will be fine". When train run at such speed, no barrier should exist. The rail and the raod are not to cross each other. Naturally this idea cost money and the Israel Rail or the Govenrment or whoever has funds for such non-bringing votes-idea. Maybe if each crossing will have a kosher-stamp, then some party will immediately get hold of the idea. Let me know when prevention enters also Israele vocabolaries.
