What about it? Levy "legalized" the settlements by the crudest of sleight-of-hands i.e. sure, this w.a.s. an occupation and, sure, sure, you can't settle occupied territory. But - hey! - Israel looks like it's gonna to make this a permanent occupation, so that alone means that Israel can "legally" pretend that it isn't an occupation any more.
