Isn't Iran...or are you just too young to remember the Union of Soviet Socialist Republics? The USSR had thousands of warheads (Iran still has none)...the USSR had thousands of delivery systems...ICBMs. ship and submarine launched ballistic missiles, fleets of strategic bombers...and to top it all off they had in Nikita Khruschev a leader who sounded a lot like Ahamadinijad. The two countries most likely to actually us a nuke...IMO are North Korea (due to economic instability) and Israel (surrounded by enemies who have learned so little since 1948 that they might attack Israel again).
