In normal Missile “tests” the testing country issues warnings of test, prior to testing. This would allow shipping to get out of the way of test area and to avoid military misunderstandings. Even North Korea, issues warnings of a missile test. Shouting fire in a crowded theater is not a responsible way of conducting a “test”. This would appear to be something other than what it claims to be.
