Does the author understand that submarines have other roles than "second strike", for example? Does he have any idea about the scope of tasks submarines carry out, including intelligence gathering, special operations, the conventional warfare? What makes him think that whatever Israel's navy has is enough to deal with these missions, as well as with conventional threats in the case of a future war? The author presents bunch of question regarding IDF decisions about arms procurement and then, because he basically has zero understanding in those matters and for some reason didn't bother to ask an expert or get an official reaction, he concludes, that no, there is no real answer and IDF is just wasting money. Just incredible.
