Using Israeli drones to "monitor the situation" is how they describe it to make it sound like a humanitarian measure. But of course the information the drones gather will be passed to the US, and from there to the rebels. What it is is Israel providing military intelligence to the Syrian rebels. We've seen this done before in conflict areas. NGOs that are supposed to be there to provide humanitarian assistance to civilians are paid to provide information about what's going on on the ground. Not just refugee movements, but also troop movements and military locations. Then that information is passed on to whichever side the west supports.
