then the right of return has to be separated and dealt with first of all... then there can be negotiations about other things as borders... maybe both parties want to keep it "untouched" as long as possible, to have it as a bargaining chip in the backhand, somehow... but it hinders the (real) negotiations about a state... the UN has to clarify the ROR. yes, no, or to what extend... its NOT an issue to be discussed between the parties. definitely not. its an intl issue. separate it, and settle this first.
