UNSC RES 476 is moot because it's based on the Fourth Geneva convention which applies to occupying foreign countries and Jerusalem is not part of a foreign country. Jerusalem is part of Israel. EastJerusalem was illegally annexed by Jordan and subsequently liberated by Israel. The last country Jerusalem was part of was ancient Israel, so as you see it's not occupied but liberated. Therefore Israel has not altered the character or status of Jerusalem. It was the Jewish capital, it remains the Jewish capital and the character remains.
