The Israel High Court of Justice does not agree. It has ruled that the relevent int'l law is Article 42 of the Hague Regulations i.e. "Territory is considered occupied when it is actually placed under the authority of the hostile army." That is exactly what the IDF did in June 1967, and so there can be no "disputing" the fact that this is "occupied territory".
