If the government wants to do something in "good faith", why not just end the gag order on the murder investigation? Or would having the world know what the investigation found be too damaging? Lets see. First the government accuses the Pals and labels the murders terrorism. Then it instites the settlers to commit attrocities against the Pals. Then it imposes collective punishment on thousands of Pals. Then it starts the investigation. Then the investigation perhaps reveals a surprise or two. Then the government imposes a gag order.
