The answer is easy: it has always belonged to the "Arab state" defined in UNGA Res 181. Neither Jordan's occupation 1948-67 nor Israel's occupation 1967-now changes that one iota. That's why the claim by Bibi that the ONLY way the Pals can have a state is via direct negotiation with him is nonsensical i.e. they certainly need to negotiate with him to END THE OCCUPATION, but they don't need his permission to claim ownership of this land.
