When you "withdraw" troops then you are ending the occupation, and Israel would need to start a **new** war to re-occupy Gaza. But if you simply "deploy" troops "here" then you can "re-deploy" then "there", meaning that Israel can re-impose its occupation on a whim. Get it? The IDF occupation of Gaza didn't end with disengagement precisely because the troops weren't w.i.t.h.d.r.a.w.n.
