To propose an increase in royalties from "Tamar-1" and "Dalit" is just plain silly. The companies that embarked upon the exploration programs that led to these two development projects placed substantial sums of capital at risk. An attempt to "have your cake and eat it too" would shut the door on further serious offshore exploration since companies would be unable to rely upon such agreements being honored y the Israeli government. Mr. Netanyahu would be quite justified in resisting any calls for such short-sighted retroactive changes.
