    Operation Cast Lead was an act of collective punishment on a civilian population carried out by the IDF; which is a de facto war crime. The civilian population of Gaza were prevented from evacuating the area by the IDF; which is a de facto war crime. As in the case of the IDF massacre of civilians at Qana the immediate SOP of the IDF has been to lie and to attempt a cover-up. The UN findings of the Qana massacre were plain:- (i) The distribution of impacts in Qana shows 2 distinct concentrations, whose main points of impact are about 140 meters apart. If the guns were converged as stated by the Israeli forces, there should have been only one main point of impact. (ii) The pattern of impacts is inconsistent with a normal overshooting of the declared target ( the mortar site) by a few rounds, as suggested by the Israeli forces. (iii) During the shelling, there was a perceptible shift in the weight of fire from the mortar site to the United Nations compound. (iv) The distribution of point impact detonations and airbursts makes it improbable that impact fuzes and proximity fuzes were employed in random order, as stated by the Israeli forces. (v) There were no impacts in the second target area which the Israeli forces claim to have shelled. (vi) Contrary to repeated denials, two Israeli helicopters and a remotely piloted vehicle were present in the Qana area at the time of the shelling. While the possibility cannot be ruled out completely, it is unlikely that the shelling of the United Nations Compound was the result of gross technical and/or procedural errors.
