    proportionality can be invoked in relation to a threat. What was the threat? That a boat that has been inspected and on which Israel had spies enters Israeli waters? That it reaches Gaza? What would then have been the threat requiring the death of 9 people? No, what was at stake is the image of Israel as a tough non-compromising actor. There is no proportionality, because there was no concrete threat. And of course, there is the incompetence of IDF.
