Another article, I think it was the NYT or WashPost, said the report blamed Israel for one illuminating instance. It seems Hamas herded unwilling civilians into a building and used them as shield. Israel was blamed for the civilian deaths in the report. Using human shields is a war crime. Int'l law makes it clear that the use of shields not only is a crime, but does not obviate an attack on combatants even though it is likely that shields will die. That the report blamed Israel for that incident is just one example of how corrupt and biased the investigation was.
