That same problem with math teachers also exists in the US and Canada, unfortunately. I fully encourage establishing stronger bonds between high schools and universities in Israel, such as with greater joint programs and events. There may be other factors at play such as teacher salary and workload - so I cannot say what that situation is like in Israel. I so know that in some places they are contributing issues.
