Normal rules of jurisprudence suggest that the accused is innocent until proven guilty. That is surely uncontentious. But there is strong prima facie case suggesting Israeli involvement in the illegal use of passports, compromising other nations sovereignty, wreckless endangerment of citizens of various nations, including Israeli's holding dual citizenship, extra-judical murder and so on. Dubai is right to issue arrest warrants against suspects who might have been involved or who ordered all the above. And they have a right to bring more charges. Israel and the accused have a right to deny it and state a defence. It's statements of "no evidence" & "no comment" is not acceptable to the International community. It must answer the charges.
