They are protesting the "exclusion of the Haredim"? Isn't the Haredi community that wants to live apart from the rest of Israel? Aren't they exercising self-exclusion? In fact, Israel actually does quite a lot for them, to accommodate them. They do not have to serve in the military, they get a substantial amount of government aid/$ to live on. The way I see it is that many (not all, there are Haredi who work, who serve in the military, who treat non-Haredi with respect) want everything on their terms. My experience with the Haredi community is mixed. I have met some wonderful, kind, hard working ones, but I have also come across my share of ignorant, close-minded, unscrupulous ones, those that embody the antisemitic stereotypes to the T. It is most likely these that are displaying these tasteless examples of exhibitionism. They soil the memory of those that perished in the Holocaust. I find their ignorance infuriating and sad at the same time.
