The USA (and probably every other country) gives extra benefits to people who serve in the armed forces. This is compensation for the risks that they have taken and the time they have given in defense of their country; it is not discrimination. Here in the US, the benefits include tuition for college, preference for jobs in the fire and police departments, free healthcare at veterans hospitals etc.
