    Judging the true impact of Stanley Fischer's tenure at this time is premature. Already now, the evidence shows that in recent years his conduct as Governor of Bank of Israel was dubious: Petition for a Conditional Decree - to compel Stanley Fischer to enforce the law of the State of Israel on financial institutions - alleges that his conduct, relative to FATCA (the US Foreign Account Tax Compliance Act), amounted to exchanging his loyalty (newly acquired in 2005) to the State of Israel and its law with loyalty to another nation and its laws, or loyalty to banking institutions and their interests.
