"The Arab League's initiative is still valid; terror has almost ceased." So has the removal of stolen cars to the West Bank. Does Mr. Levy think that the Arab League's proposal has anything to do with *that*? Or could it be that once Israel made it more difficult for Palestinians to enter the country (aka "discovered that Thais and Chinese are willing to work just as cheaply with the added advantage that they have no means for complaining about their treatment" or, if you want to be less obviously cynical, "built a wall"), they also made it more difficult for terrorists to enter the country?
