It is virtually inconceivable that Israel would be targeted by a tough sanctions regime by the EU (or any other mainstream political organisation) when everyone knew that Kerry was trying to broker a new round of deals. That the EU even went as far as it did at this sensitive time is surprising to some but hopefully shows that there could - if circumstances justify it - be real intent behind what could after all be just an opening salvo.
