My guess is that this is mostly happening because Bibi and friends are feeling a little threatened from the right (that such a thing is even possible is astonishing but that's off topic this time). Better take some action against that evil EU so that nobody can score political points off Likud down the road. The sad thing is that while possibly smart for Likud this move is very stupid for Israel. To the international community Israel comes off as not only indifferent to the suffering of Palestinians (caused by the Israeli occupation), but also looking as if it is prepared to ramp up that suffering just to make a political point. Collective punishment of an entire people that you rule because you control their territory, you must agree it's not a very flattering headline, that's the sort of diplomatic mess-up that can turn friendly nations into less friendly nations. Israel's history is littered with these kinds of bad judgements, chief among them is the colonial enterprise of course. Perhaps with a foreign minister there would be fewer such incidents.
