    but unfortunately the ongoing difficulties regarding the construction of these settlements and stopping construction completely on the other hand, digress from the more critical issue of agreeing to the boundaries between the two states. Settlements are a side issue and as he reiterates, no other Israeli government has agreed to stop altogether construction. (but of course that doesn't make construction right when it counters the international laws and it's deemed illegal) Perhaps he wants to accept PM Olmert's proposal to President Abbas with the boundaries proposed in 2008 and for now wants to bypass the whole WB settlements concerns. PM Netanyahu doesn't have anything better than PM Olmert's negotiated proposal and the request to recognize Israel as the Jewish state along with not permitting the return of Palestinian refugees into Israel is the caveat to any comprehensive peace agreement. But of course this is all guess work because he's pulling another Shamir-style governing of saying nothing, doing nothing....
