I have been to a Bedouin village. They do not have electricity because THEY ARE NOT ALLOWED TO HAVE ELECTRICITY BY THE GOVERNMENT. (yes, I am yelling.) Your towns are not their towns and the people have quite a tie to the land. You can't just pick them up and move them like the Irgun did in '47-48. I don't think that worked out all that well for anyone involved.
