An essential point to make in this whole debate is to dismantle the assumption that because the debacle took place in international waters that makes it illegal or piracy. Section 66A in the San Remo Memorandum, the Manual on International Law Applicable to Armed Conflicts at Sea, clearly states that if a blockade is internationally recognized, and Israel's blockade is, and a party is deliberately trying to break that blockade, than as long as warning is given to the vessel, the country who has imposed the blockade may legally prevent the boat from entering the blockade area as it approaches, EVEN BEFORE it leaves international waters.
