Modern Iraq was part of the Persian empire at various times in history. I'm the Arabian Nights stories (a Persian not Arabic document) Baghdad featured prominently. However, for the most part the area that is now Iraq remained mainly Arabic speaking as opposed to Farsi. Had the Persians adopted Arabic as their language they would be part of the Arab world (as it is the linguistic and cultural affinities, not racial ones, that define terms such as Arabic or Semitic.
