    After the Lebanon fiasco Peretz image was shattered and he and Olmert needed som kind of face saving measure to try cover up their failure. During the war rocket fire had been a problem so Peretz & Olmert came up with the idea to counter the kind of missiles Hezbollah use same way Arrow counters ballistic missiles. The system also had to be domestically, didn't matter if the Americans had aleady made something and we just had to buy it, it must be domestic to create feel good factor. They gave Rafael about $500 million ad then said make something and then told the public an Israeli made defense system was now being developed. As far as Olmert & Peretz were concerned how well the system worked wasn't important, all that mattered was right now they were seen as doing something so rockets will never be a threat again to restore public confidence. The only ones who deserve any credit are the engineers at Rafael who delivered on budget, on time a system that worked and we have the Ameicns to thank for funding the purchase of the first two batteries. Peretz doesnt deserve sny credit for anything other than hs cintribution to the Lebanon screw up.
